Cabinet Minister Resigns as Spouse Faces Drug Trafficking Charges in Mauritius

Gulshan Govind appeared before the Bambous court on Monday, August 3, facing a provisional charge of drug trafficking, and the ripple from his arrest reached all the way to the cabinet table in Port Louis.

His wife, Veronique Leu-Govind, the delegated minister for Arts and Culture, resigned from her post the same day. Prime Minister Navin Ramgoolam announced the decision, describing it as made by mutual agreement. Ramgoolam was clear that no evidence currently implicates Leu-Govind personally in the case and that she retains the presumption of innocence. Even so, he cited the “perceptions” generated by the affair as the reason for requesting her departure from government.

That explanation marked a sharp reversal. Just three days earlier, on Friday, July 31, Ramgoolam had publicly expressed full support for the minister. What changed was the weight of public scrutiny bearing down on the executive as details of the alleged trafficking operation became known.

Gulshan Govind had been arrested three days before his court appearance. He is suspected of involvement in an alleged attempt to import nearly 100 kilograms of cannabis from Reunion to Mauritius, a shipment investigators have estimated at a street value of 4.4 million euros. The scale of the alleged operation, and the cross-border cooperation it has drawn between Mauritian authorities and law enforcement from Reunion, signals that investigators are working to map a network, not simply a single transaction.

For ordinary citizens in Mauritius, the case raises questions that extend beyond one ministerial resignation. Drug trafficking at this volume, moving through maritime routes between the islands of the Indian Ocean, poses direct risks to public health and community safety. Geographic proximity between islands and porous sea boundaries have long created conditions that smuggling networks exploit, and a seizure of this size, had it reached the street, would have had measurable consequences for communities across the country.

Leu-Govind’s resignation also triggered her departure from the presidency of the New Democrats, the minority coalition partner in the governing alliance. She is expected to be questioned by the anti-drug brigade in the coming days, a step that will test the government’s assurance that she bears no personal connection to the alleged scheme.

The Prime Minister’s office now faces the dual task of managing an active criminal investigation and containing the political fallout, while the public waits to learn how far the suspected trafficking network actually extends.
